I suppose a person needs to know what they are supposed to do before they can do it. How often lack of direction or indecision is perceived as procrastination. In my mind, procrastination could be defined as only those times when we are fully aware of what is required or needed and we hesitate due to fear. Or, we are stuck in denial or avoidance because we know what we need to do will be difficult and will require risk.

But, is it as simple as stepping out in faith? 

I would say it depends upon your definition of simple.
